If it is a legit Target coupon, they have to take it. If it is the $5/$25 toy coupon they won't.

Of they refuse to take the coupons go here: http://www.afullcup.com/forums/675642-post4.html
and print a copy of the Target coupon policy to bring to the store with you. If the cashier has no clue about the coupon policy (she probably won't) ask to talk to a GSTL (guest service team leader) or if they can't help ask to talk to the LOD (Leader on duty). The LOD is the highest person up in the store at the time. I would suggest if they no longer take your coupons, tell them you are heading across the street to Wal-Mart, heck you could probably walk from there!

Otherwise, head to Bunker Lake Blvd and go to the Andover store. It is a little drive from Forest lake, but I know they will acept your coupons! Super Target in Blaine on 65 treats you like you are stealing when using coupons there. Trust me, go to Andover, it is worth the drive.

Hope this helps.
